    Influence of Environmental Risk on the Financial Structure of Oil and Gas Projects

    The risk profile of a Build-Operate-Transfer (BOT) project affects its debt service ability. In particular, the total risk profile of an oil and gas project is heavily influenced by its environmental risk exposure. However, this risk is often not given a considerable weight in risk analysis, resulting in underestimation of project's total riskiness and consequent overestimation of the debt capacity. This study is aimed at understanding the dependence of the capital structure of oil and gas BOT projects on environmental risk exposure and proposes a methodology for incorporating such important risk into the total risk rating process to determine the debt leverage. As a result, it is shown that integrating environmental risks into the risk score of a project yields higher values of risk exposure, which may lead to a lower debt-to-equity ratio

    Purpose - The purpose of this paper is to provide a literature review on the different ways of carrying out Facility Management and related topics in order to uncover that there is limited research regarding the impact of Facility Management on the logistics and operational performance of warehouses. Design/methodology/approach - Four different focus areas have been identified and for each one different methodologies and streams of research have been studied. Findings - The study underlines the importance of Facility Management for the logistics operations; therefore it supports the notion that investments aiming at preserving the status of the building and service components of warehouses are crucial.     Assessing Value for Money in PFI Projects: A Comparative Study of Practices in the UK and Italy

    The Value for Money assessment is a critical process in procuring a Private Finance Initiative and it requires accurate ex-ante performance measurement methodologies. The British Government has set new requirements for evaluating VFM through a new assessment model composed of three main stages, namely: programme level assessment, project level assessment, and procurement level assessment. The objective of the new model for VFM assessment is to change the costly, inflexible and opaque side of PFIs in order to deliver cost-effective and improve the quality of public service provision. A theoretical analysis of the implementation of PFI shows the UK as the leading user of this procurement in Europe and Italy is the second. However, there is a disparity in the manner PFI is actually implemented in these two countries and especially how VFM is assessed.     A decision-making approach for investigating the potential effects of near sourcing on supply chain

    Purpose - Near sourcing is starting to be regarded as a valid alternative to global sourcing in order to leverage supply chain (SC) responsiveness and economic efficiency. The present work proposes a decision-making approach developed in collaboration with a leading Italian retailer that was willing to turn the global store furniture procurement process into near sourcing. Design/methodology/approach - Action research is employed. The limitations of the traditional SC organisation and purchasing process of the company are first identified. On such basis, an inventory management model is applied to run spreadsheet estimates where different purchasing and SC management strategies are adopted to determine the solution providing the lowest cost performance. Finally, a risk analysis of the selected best SC arrangement is conducted and results are discussed. Findings - Switching from East Asian suppliers to continental vendors enables a SC reengineering that increases flexibility and responsiveness to demand uncertainty which, together with decreased transportation costs, assures economic viability, thus proving the benefits of near sourcing. Research limitations/implications - The decision-making framework provides a methodological roadmap to address the comparison between near and global sourcing policies and to calculate the savings of the former against the latter. The approach could include additional organisational aspects and cost categories impacting on near sourcing and could be adapted to investigate different products, services, and business sectors. Originality/value - The work provides SC researchers and practitioners with a structured approach for understanding what drives companies to adopt near sourcing and for quantitatively assessing its advantage

    A Framework to Use Public-Private Partnership for Smart City Projects

    The concept of Smart City has been emerging as a strategic set of integrated initiatives encompassing infrastructures, technology and digital services for the purpose of enhancing the quality of life of citizens. However, the development and implementation of Smart City projects require considerable investments that are difficult to fund with traditional public finance. In this context, Public-Private-Partnerships (PPP) appear to be suitable solutions to overcome the shortage of public finance and cuts on public spending. However, the adoption of PPP forms for Smart City projects has not been fully explored and only experimentally applied so far. In order to promote the usage of PPP to finance Smart City initiatives, this paper proposes some PPP financial instruments and discusses the associated strengths and weaknesses. In particular, the use of Project Finance, Revenue Sharing and Social Impact Bonds are suggested as sound alternatives and suitable sources of financing for Smart City project

    Incumbency advantage at municipal elections in Italy: a quasi-experimental approach

    We analyze the incumbency effect on a candidate’s electoral prospects using a large data set on Italian municipal elections held from 1993 to 2011. We apply a non-parametric Sharp Regression Discontinuity Design that compares candidates who barely win an election to those who barely lose, exploiting the fact that incumbency status changes discontinuously at the threshold of margin of victory of zero. We find that incumbents are more likely to win the competition compared to their challengers at the Italian municipal elections. The results are robust to different specifications and estimation strategies with excellent balance in observable characteristics. Also, the effect of interest seems to be larger in magnitude for municipalities located in the North of Italy compared to southern municipalities

The proposed approach develops around the systematic application of advanced machine learning techniques and, in particular, unsupervised deep learning and probabilistic generative models for system-wide learning, modeling, optimization, and data representation. Moreover, in COBANETS, we propose to combine this learning architecture with the emerging network virtualization paradigms, which make it possible to actuate automatic optimization and reconfiguration strategies at the system level, thus fully unleashing the potential of the learning approach. Compared with the past and current research efforts in this area, the technical approach outlined in this paper is deeply interdisciplinary and more comprehensive, calling for the synergic combination of expertise of computer scientists, communications and networking engineers, and cognitive scientists, with the ultimate aim of breaking new ground through a profound rethinking of how the modern understanding of cognition can be used in the management and optimization of telecommunication network

    An earned schedule-based regression model to improve cost estimate at completion

    Traditional Earned Value Management (EVM) index-based methods for Cost Estimate at Completion (CEAC) of an ongoing project have been known for their limitations inherent with both the assumption that past EVM data is the best available information and early-stage unreliability. In an attempt to overcome such limitations, a new CEAC methodology is proposed based on a modified index-based formula predicting expected cost for the remaining work with the Gompertz growth model via nonlinear regression curve fitting. Moreover, the proposed equation accounts for the schedule progress as a factor of cost performance. To this end, it interpolates into its equation an Earned Schedule-based factor indicating expected duration at completion. The proposed model shows itself to be more accurate and precise in all early, middle, and late stage estimates than those of four compared traditional index-based formulae. The developed methodology is a practical tool for Project Managers to better incorporate the progress status into the task of computing CEAC and is a contribution to extending EVM research to better capture the inherent relation between cost and schedule factor

    Assessing the Benefits of the Integrated Project Delivery Method: A Survey of Expert Opinions

    Abstract As a way to reduce the conflictual relationships between the parties involved in construction projects, the Integrated Project Delivery (IPD) has been emerging as a promising method to avoid some of the traditional inefficiencies of traditional contracting systems and maximize construction project success. However, IPD is struggling to spread in the industry and there is still the need to understand the value that it can unlock. To this end, a survey is proposed to explore the main benefits and open issues that practitioners face when using the IPD to deliver construction projects. The study reveals that initial high cost, contractual hardships, and complexity of implementation of IPD are the main reasons behind not adopting IPD, while shorter schedules, cost savings, better quality, and increased productivity are some of the main benefits derived from IPD adoption
